New (recalculated) land tax

They have already started this week sending the letters with the new amounts for the land taxes. I have heard already some complaints from people who received and increase from 100% to 500% but mostly from people living in East Berlin that were paying peanuts. I have not received mine yet.

I think I had mine a few months after doing the Elster entry. It went down a tiny bit.

But maybe that was just an interim solution?

Or maybe our Landkreis was years ahead. That's hard to believe, we are second slowest for tax returns in all of Germany, or some such awfulness.

Yes, it was an interim amount.
What you got is the Grundsteuermessbetrag-Bescheid.
The amount written in that Bescheid will get multiplied by a factor called the Grundsteuer-Hebesatz and the resulting amount will be your yearly Grundsteuer from 2025.

For example, if your Grundsteuermessbetrag was 30€ and the factor will be 8.24 (they usually put it in percent, i.e. 824%), then your yearly Grundsteuer will be:
  • 8.24 * 30€ = 247,20€
The cities have only now started to decide what factor they will use, but you can expect cities with high deficits to set high factors, to get a bit of income.

I am reading several article where basically they say to just context the new property value calculation if the increase is more than 50%.
If the current base values for the GS calculation were based on valus of 60-90 years ago I can'T believe how i could win a case if I contest an increase of "just" 50%.
Am I missing something here ?

I don't know what article you're reading, but I think you misunderstood something:
There is a problem if the the property value that has been calculated in the property tax return 2022 (Grundsteuererklärung 2022) through the method laid down for that Bundesland, leads to a property value that is 40% higher than the present market value of that property.

We received ours today, it went down by around 30%. Very pleased with the outcome.

Goodness, I’m proper flummoxed! I’m in Hessen and just checked my new Grundsteuer for 2025. It has increased from 65€ to 559€. In October 2024, the Hebesatz was agreed to increase from 600 (2023+24) to 782. Last week, it was officially raised again to 998 to start 1.1.25.

The Messbetrag changed from last year, from 10.90€ to 56.00€ as confirmed by the Finanzamt. Undoubtedly, other costs for the overall bill will increase too (water, bins etc). The very nice Gemeinde lady was almost tearful worrying that the change will be unaffordable for so many.

Has anyone else had any nice or unpleasant surprises?

I did some research after I received my Grundsteuermessbetrag days ago.
It looks like that in Bayern, conscious of the crazy values for properties, they decided to recalculate the Grundsteuermessbetrag in a different way in order to not have crazy increase of Grunsteuer.

It is all just based on the Wohnflache, Nutzflache and Grund Flache.

Property Base Value = (Wohnflace+Nutzflache) * 0.5 euro * 0.7
Land Base Value = Grundflache * 0.04 euro

Grundsteuermessbetrag = Property Base Value + Land Base Value.

I checked and my Gemeinde for 2025 decided to reduce the hebesatze for Grundsteuer B from 400 to 225.

At the end looks like my Gsteuer will sensibly decrease.
I have just a doubt. THe previous owner, who was the one that in 2022 had to submit the flache data, sbmitted just the wohflache but no nutzflache.
I believe that for the untergeschose, at least the Hobbyraum should be considered Nutzflache, having it also heating.
But then I read online that actually this should happen just for commercial properties. Bit confused on what I have to do.
At the end the responsability, in case of wrong declaration, should be of the prevous owner who by the way is a Steuerberater....or am I wrong ?

We have received new calculation back in 2022 or so, and our at that time steuerhilferin told us not to worry about it since it would be recalculated.
However, we haven’t received anything new after that. Should we just wait or look somewhere for the new calculation? Don’t want to be punished for bureaucrats being late.

We are in Munich.

So far nothing here, but crikey, those figures are a shock.

I don’t know if calculations differ outside Hessen. We also got the Grundsteuermessbetrag (Messbetrag on former bills) from the Finanzamt in 2022. It’s each Gemeinde that determine their Hebesatz %. In my case, they upped from 600% to 782% in October but then increased again to 998% last week. Just Google your Gemeinde Hebesatz 2025.

So, the Grundsteuermessbetrag is multiplied by the Hebesatz % to give the Grundsteuer result.

Just checked our house we live in. Our town is just next to the town with huge increase where my mother’s house is. Our Grundsteuer happily reduces by 45% whereas hers increases by 760%.

I don't have the new calculation yet but according to https://grundsteuer.de/rechner/ it should drop a bit. The initial recalculation from 2022 was the same.

Got the new calculation today.
Munich, Kleinhadern.
The old sum was 210 EUR per year, new one is 243 EUR, a 15% increase.
Not too bad.

We haven’t had our bill yet though Grundsteuer should reduce. But, according to local news, water supply/waste (Abwasser) has increased more than 50%. I’m glad we at least get a discount for waste water for outside tap usage by using a separate water meter.

I got mine in the mail now. It's gone from 173,72€ to 134,78€ per year.
