I always thought that it was a reference to Noddy and Big Ears - characters thought up by Enid Blyton - who lived in Toytown, where everything was perfectly neat and tidy.

"The site was originally created in August 2002 as "Toytown Munich". The name originated from the observation that Munich was an unusually clean, well-organised, and crime-free city. In mid-2006, the site merged with Britboard, another expatriate site geared toward British expatriates in Germany. There used to be a Frankfurt or Rhein-Main page back in the day run by Moondancer, but that's long gone. I believe Frankfurt is too much of a transient city for people to get very involved in something like toytown. It's full of younger people now who come to work or study for a few years and then move on. They also communicate in other ways and they have their own groups to meet with.
I live about 40 kilometres south-east of Frankfurt and, although I used to go in fairly regularly, I have little reason to go there these days.
