The offer was to renew the complete Appartment and make it standard with VDE**
Has the electrician provided you with a Prüfprotokolle?
Ask for a detailed invoice with line items; they should be able to provide this (how else would they know the total?).

Yes they just mailed me the protocol and this was a line in the original offer that is already fully paid. It shows the tests to each individual circuit breaker and is. Signed and stamped by them.they mentioned to keep this document
Actually I don't doubt their technical competences, it is just the surprise and lack of communication to blatantly lies so they squeeze more money out of us.
Now. It's too late to fight it, but there are several conflicting information on the Internet, I've even read that if the tradesman sees the additional bill will exceed 15% of original offer he must warb/communicate this to give the option of cancellation and I could even hire someone different to finish it But could be that there is some other electrician code where he's allowed to do it.(probably electric work must be done in 1go)
Although I ranted a bit, the main purpose was to find out what are the legal limits of this. Like sending a bill that requires payment on same day otherwise there will be penalties...
Nevertheless we just requested that the date of the bill shows the true date when they sent it to us, and some other emotial exchanges where we refute his allegations on the reasoning for the extra work(we are not denying that there was some)
Last exchange he wrote that he will check everything again over weekend and we will settle this first thing Monday morning
Thank all for reading
