Indeed it does, but maybe it has been omitted here and just included in the total along with all of the radiators. It wouldn't surprise me given the fact there's very little other information.
I'd ask to see the readings of the flat's meters from when they moved in and the ones that were used to create this bill, it is the only way to see exactly which radiators caused which costs and also to see whether the hot water has its own meter and therefore if it is included in this bill.

If she is a member of the local Mietverein (which she definitely should be!), then maybe they can help her to figure this out, and would have a bit more clout communicating with the landlord/lady than your daughter might have.
