I'd say I've spent at least 2 hours trying to change my Google Play profile. The upshot is, there is a button labelled "Change Google Play country to Germany", but when I click it, nothing happens. A friend who moved to Ireland suggested creating a "private sphere"

and creating a second profile there. I'd guess that how difficult the process is depends on the Android version, and perhaps the network provider as well.
Humorously, Play Store lists my "legal address" as a place I haven't lived for 5 or 6 years. I can't change that either. For a company whose business is data, that is odd.
