Reading this (not paywalled) article, I get the impression that the free advice and legal appeals are only accessible to renters in rent-controlled (Mietpreisbremse) apartments. Is that correct?

Unless you are moving into a new build or into an appartment that went through such an extensive renovation that it may as well have been a new build, the Mietpreisbremse applies to
all apartments in Berlin.

I'll be moving from one furnished apartment to another. As far as I can tell, they are exempt from rental control. I look forward to getting a better deal the next time I move since I'll have more time to search.

They're not, you simply ask the landlord for proof what the furniture cost and when it was purchased and use 2% of that cost as the "furniture surcharge".
--> the rent after subtracting this furniture surcharge has to be within Mietpreisbremse limits.

Hate to be the half empty glass but, if you do that, the landlord will probably rent to someone else.

I get this. But if you rent and then complain, do they comply or just send the thugs round to kneecap you, or whatever. Lol but not really lol.
