I got my documents certified by a TAX accountant in the end, for opening a new bank account.

Pre bonds are a particular problem, because you can gain income from them, if you get the lucky numbers. If you ( or your children win ), its seen as income and should be reported to the Finanzamt in your tax tax return. IF you or your children win the 1 million prize, then you should pay a lot of TAX on it if you live in Germany.
The Finanzamt, view this as income, because your investment value is not at risk, ie you cannot lose your investment, its not at risk, the value you get back is exactly the same when you come to sell it, so the Finanzamt view it as income, which you need to list in your tax return and pay TAX on it.

Of course if you live in the UK, the TAX rules are different, and you do not pay TAX on any luck gains from pre bonds.

However I know a lot of people who do have pre bonds and in live in Germany, they do not declare and income to the Finanzamt, and have never been caught out.

By the way, pre bonds are not considered a good investment, unless you win the 1 million prize of course, but the chance is very very very low. and the predicted pay outs are low in comparison with other investments. Your children will be better of most times, if you buy them a low cost index fund.
