Not EU Citizen with 5y residence permit, pension from home, working in Germany

Hi,
I try hoping anyone here is or knows someone in the same situation.
My father in Law comes from an extra EU country. In his country he is retired and get around 500 euro/month of pension in local currency. For this reason he is in the no tax area for low income earners in Germany.
He got a residence permit for 5 years and he is allowed to work here in Germany.
He is not in the age of retirement for German law, I guess he is a pair of year from there. Nevertheless he want to work here till he has the energy in order to move here permanently with the wife and be economically self-sufficient.
He is looking for job and at the moment applying for minijob in order to have more time for studying German.
How the income from the pension should be considered for Tax Purpose paired with a minijob? The inijob should be tax free, even if it is paired with a main job or pension income. But if by adding the minijob income he goes out of the No tax area, what he should do ?
Does it have to share the info related to the pension income with the minijob employer ?
And what about if it is not a minijob but a real full or part time job ?
