Moving to the UK - my husband's private health insurance

Hello everyone,
I am hoping that one of the wise heads on here (Panda, Gary) might know the answer to this one.
My German husband and I are planning to move to the UK next year.
He has had Private Health Insurance for decades now and has been overpaying so that the bills don't go up too much in the future when he is retired (he is currently 57 so has a way to go before retirement). However, the costs are already high and of course will be higher in future.
He's considering an "Anwartschaft" (if that's how it's spelled) so he continues to pay a few hundred each month so that if we return to Germany in future he would not have to start again paying the full amount. We don't know if we will come back to Germany, it rather depends how he gets on living in the UK. I am hoping to stay in the UK permanently as it is more cost effective for retirement for me, plus I have family there, but of course if he can't hack it we will return to DE.
It occurred to me that if he has been using the NHS for a year or more when we potentially return, on coming back to Germany could he join public insurance as he has been in the UK, or is that not available to him because of his age or because he will have been in the UK under a Skilled Worker Visa which involves paying something for NHS usage each year? If anyone can give guidance on this it would be interesting.
