It actually doesn't say they are working in their underwear because that would be interesting. They just made a video drawing attention to lack of uniforms. Having had a server job like a million years ago where we were expected to provide our own black trousers, I don't see the problem. Get the cheapest ugliest pair ever for a few euros and if the boss doesn't like them, uniforms should be available shortly.

Surely they normally nearly always wear underwear, and overwear too. Perhaps the american word "pants" (= trousers in English) has something to do with the confusion.

One related question that has troubled me for many years: what do scots people wear under their kilts? Could we be near to an answer?🤔

No confusion for this American. A policeman and a police woman are supposedly on duty wearing only their underwear cuz no uniform pants are available.
