We were there last summer. No checks. I even forgot my residence card, but when we went back and forth between BiH and Croatia, they never asked me for it. and sometimes didn't even open my US passport. Granted, the rest of the car was filled with German passport holders, but still. It's quite lax.
The only issue is if your friend needs a visa for the EU/Schengen without the residence card (in case you decide to hop over the border), but if I were your friend, I wouldn't be too worried about going.

Sure. Many passport departments of a Dutch consulate were closed due to cost savings, but a regular pop-up consulate is a good alternative. My brother lives on Mallorca. Madrid opens a pop-up consulate there as well even though there are just a few hundred Dutchies living there. In greater Munich it is around 9000. We have finger print too, so you need to go there in person. Passport is now valid for 10 years instead of 5 since they closed many consulates worldwide.

Interesting. Could be, but if I remember correctly the major push to make this the standard came from the US after 9/11. Basically, the US said you couldn't travel on the Visa Waiver Program on a non-biometric passport issued after a certain date, so there was the mad rush to to follow the biometric passport guidelines which included fingerprints.
