Weiterbildung rejected by BA

Hello,
I have worked almost 13 years in an automobile company in Finance department and since last 6 months i am without work. I have finished German B2 Berufsprach course last week (provided by BA) and now applied for weiterbildung in SAP Finance but it’s been rejected. This is in my finance field. For English language weiterbildung they said that it’s in English and it doesn’t make sense to do it in English as I just did German language course. Then I applied for German language led course and they said it would be too tough (my contact person at the weiterbildung school has no issue and we have spoken in German). Then they said my resume is not up to date and in motivation letter it’s not clear that where would you like to use that because SAP software is not used everywhere. There are small companies and big companies. (still doesn’t understand the argument)
So long story short doesn’t matter what I did my applications are few times rejected. And they said that I must first visit the job interview process training (they already made an appointment for that next month) and I should keep applying for the jobs and once all requirements are fulfilled then we meet in October again to talk further steps. And of course by the time my arbeitlos time will be finished.
Well I still don’t understand what the real reason is but I still think I would ask them to write the reason why my application was rejected. (it was told on video appointment)
Any experience/suggestion here? Who else can I contact or the BA contact person is only responsible for me. Where else can I repeal? At least I would like to know the reason in written form.

You have to prove that their investment into your education is fruitfull for them: You cannot get work with your current education, but you definitely will once you've that SAP paper work in your hand.

I know folks who managed to have their driver's license paid by the BA! These folks brought a "letter of intent" by a company stating that they'll hire them right away if they will have finished the driver's license within 6 month. That worked.

You also might consider to look up what a "Leistungsberater" is, and set up an appointment with him/her.
