I finally have an apartment with a 1-year lease. Are renters usually permitted to drive nails into the wall in order to hang their pictures, or is that right out?

Assuming the walls are painted white and you'r not a smoker, there are good chances that you might not have to repaint the apartment when you move out after one year.
As soon as you have driven nails in the walls, you have to close those holes and paint over them when you move out. As you'll never manage to get the same shade of white while "patch" painting, one f*cking nail hole means that you can repaint the whole room!

For a 1 year lease I wouldn't bother decorating. 
When the seagulls follow the trawler, it's because they think sardines will be thrown into the sea.

I remember an acquaintance filling every picture hook hole using a hypodermic syringe.

I don’t know how good they are, though for wall art, there are some strips that can be removed without damaging the wall. Probably something like the Tesa brand? I wouldn’t hang anything heavy or valuable though.
