Reading this (not paywalled) article, I get the impression that the free advice and legal appeals are only accessible to renters in rent-controlled (Mietpreisbremse) apartments. Is that correct?

Unless you are moving into a new build or into an appartment that went through such an extensive renovation that it may as well have been a new build, the Mietpreisbremse applies to all apartments in Berlin.

I'll be moving from one furnished apartment to another. As far as I can tell, they are exempt from rental control. I look forward to getting a better deal the next time I move since I'll have more time to search.

They're not, you simply ask the landlord for proof what the furniture cost and when it was purchased and use 2% of that cost as the "furniture surcharge".

--> the rent after subtracting this furniture surcharge has to be within Mietpreisbremse limits.

I get this. But if you rent and then complain, do they comply or just send the thugs round to kneecap you, or whatever. Lol but not really lol.
