You need to call HMRC and tell them which years you want to make the payments for. They will then make a note on your file so it gets correctly assigned once you have transferred the money.

Not an absolute necessity, but I wouldn't choose to be without one. They are great for re-heating things, cooking stuff that makes a mess in a pot, e.g. porridge, and for defrosting things when you forget to take them out the freezer in time (as I frequently do). They think it will appeal to the grey voters who the Tories are very much in danger of losing. Likewise with the plan for no tax on pensions.
