Hmm, I am not sure. I don't even know if they check his tax status when you apply. Do you have an Aufenthaltstitel or a Niederlassungserlaubnis? If it's the latter you can definitely stay on your own.

Paid Elternzeit means they pay for your health insurance and give you Elterngeld. If it's unpaid, then you need to jump on your partner's insurance.

Frankfurt already has the new law on their website, and are saying you can apply based on that now (probably since they won't get to it before the law change) and you probably won't be asked whether you will renounce your current nationality.

This manual stipulation is weird since Canadians can swap their licenses in the UK with no other tests, and maybe 12 Canadians (a tehnth of the population) can drive a manual car.
